Hal: I believe this is correct, with the one proviso that casting time cannot be affected by haste, only the original initiative roll. so the second example would go off on 5 (1 - 1 + 5) because the spell cannot start being cast on -1, only on 0.

Here in the J.C. we seem to be playing whereby your extra attacks are resolved on your previous inititative plus their weapone speed, casting time, or other initiative modifier. Thus a hasted 14th level paladin fighting with a +1 long sword (speed 4) would act as follows:

  • Rolls a 5 for init, and attacks only: Attacks once on 7 (5 - 2(for haste) + 4 (weapon speed)), then again on 11 (previous action plus weapon speed), and twice at the end of the round.
  • Rolls a 1 for init, and casts Cure Light Wounds, then attacks: Spell goes off on 4 (1 - 2 + 5 (casting time)), then attacks once on 8, and once a the end of the round.

Is this the one true way? Answer us, oh Hal.
