The actual City of Dreams is Nabowod, a city in northern India, that Novgorod merely resembled. Alexander traveled there, bringing back an Artifact, a Magical Tarot deck that he agve to Igwilf. She in turn left it in Novgorod.
The city was built by a man named Hamdam, who became fabulously wealthy due to following his dreams. He used his wealth to build Naowobad, and his jeweled palace was the centerpiece.
