A race of dog-headed men live in Abyssinia near the Nile. Their city is called Naga, the City of Silence. They were once a great race now living in barbarism. They worshipped snake gods who have left them.
Nagas are the snake people from Indian mythology, so this may be tied in to the City of Snakes.
