Halifax's come up with a guideline for learning new languages which is thus:

 3% of a language per month.

You can sort of communicate after 2-3 months. After a year you can communicate ok. 1.5-2 years and you can haggle. After that, you're pretty fluent.

This applies if you're actively learning a language, that is one of the following:

  • You have a teacher
  • You're immersed in the language daily
  • None of the above, but you're studying diligently from a book daily and for many hours at a time (your accent might be funny, though).
