Halifax's come up with a guideline for learning new languages which is thus:
3% of a language per month.
You can sort of communicate after 2-3 months. After a year you can communicate ok. 1.5-2 years and you can haggle. After that, you're pretty fluent.
This applies if you're actively learning a language, that is one of the following:
- You have a teacher
- You're immersed in the language daily
- None of the above, but you're studying diligently from a book daily and many hours.
There may be modifiers if you have more than one of the above, whether your intelligence score is any good, and whether you have a crazy Read Languages score. (Other things might apply, at the discretion of the DM, of course.)
