Kerry: Looks like a map of the Mediterranian with psuedo-roman numerals. (I=I, 7=V, triangle=X). That gives 18, or perhaps two sets of nine, given how many things appear in sets of nine these days.
As for geography, I'm betting that 1-5 are Greek islands, 12 is Crete, and 13 is Cyprus. 11 is in the Euxine, and 9 and 10 are on the Caspian. I can't figure out 6 and 8, though they are probably Greek lakes or bays. 7 may be Rome, or at least in Italy. 18 looks to be in Persia or maybe India. This is obviously a sea-farer's map, since there are very few inland sites or details.
