Halifax's come up with a guideline for learning new languages which is thus:

 3% of a language per month.

You can sort of communicate after 2-3 months. After a year you can communicate ok. 1.5-2 years and you can haggle. After that, you're pretty fluent.

This applies if you're actively learning a language, that is one of the following:

  • You have a teacher
  • You're immersed in the language daily
  • None of the above, but you're studying diligently from a book daily and for many hours at a time (your accent might be funny, though).

There may be modifiers if you have more than one of the above, whether your intelligence score is any good, and whether you have a crazy Read Languages score. (Other things might apply, at the discretion of the DM, of course.)
